9月5日、GENESIS松島計画の情報発信プラットフォーム、ACT松島のHP（https://act-matsushima.jp/）を公開しました。このサイトはGENESIS松島計画の問題を多くの市民と考えていくためのサイトです。

奇しくも今日9月5日は、国際クリーン(9)コール(5)デーなどとされて、石炭を推進する事業者、経済産業省、一部の地方自治体が石炭の利活用について発信しています。しかし、本当に「クリーンコール」などあるのでしょうか。またGENESIS松島計画で用いられる予定の技術も「クリーンコール技術」として語られています。しかし石炭が燃やされることで多く発生する二酸化炭素などの温室効果ガスや大気汚染物質を考えると「きれいな石炭」などなく、「クリーンコール技術」もその実現が確実視できる段階には至っていません。

GENESIS松島計画は、電源開発株式会社（J-POWER）が、運転年数が40 年以上*にもなる旧式の石炭火力発電所である松島火力発電所の2号機に石炭をガス化する発電設備を付け加え、効率をわずかながら改善し、その利用を継続しようという計画です。松島火力発電所は超臨界圧（SC）と言われる発電効率の低い発電所で、本来であれば、すぐにでも廃止すべき老朽火力発電所です。GENESIS松島計画が実現すれば、運転開始から40年以上稼働を続けてきた老朽石炭火力発電所が、将来に渡ってさらに膨大なCO2を排出し続けることになります。

*1 号機（50 万kW）が1981 年1 月に運転開始、2 号機（50 万kW）が 同年6月に運転開始。

気候危機を回避するためには、老朽化した火力発電所からの温室効果ガスのさらなる排出を許容する余裕は、全くありません。昨年のCOP26では、石炭火力のフェーズダウン（段階的削減）が合意されました。また、今年のG7サミットの合意文書でも石炭火力のフェーズアウト（段階的廃止）の加速が盛り込まれ、日本も合意しています。GENESIS松島計画を進めることは、こうした脱石炭の動きに対して逆行するものです。

今後、GENESIS松島計画を容認することで、老朽火力を延命させるような計画が、他の火力発電所でも起こる可能性もあります。これでは、日本の脱石炭が遠のいていくばかりで、石炭火力の延命を止める必要があります。

【News】 Launch of ACT Matsushima, information platform on the GENESIS Matsushima Project

On September 5, the ACT Matsushima website was launched. ACT Matsushima is an information platform on the GENESIS Matsushima Project, and is designed to engage with citizens in considering the issues surrounding the planned thermal power project.

Coincidentally, today, September 5th, is designated as International Clean Coal Day, with coal-promoting businesses, Japan’s Ministry of Economy, Trade and Industry (METI), and some local governments issuing statements about coal utilization. In addition, the technology planned for use in the GENESIS Matsushima Project is also being discussed as “clean coal technology.” However, considering the significant amounts of carbon dioxide and other greenhouse gases and air pollutants emitted when coal is burned, in reality there is no such thing as “clean coal,” and so-called “clean coal technology” has not yet reached a stage where it can be said with confidence that it will be realized.

The GENESIS Matsushima Project is a plan by Electric Power Development Co., Ltd. (J-Power) to add coal gasification equipment to Unit 2 of the Matsushima Thermal Power Station, an outdated coal-fired power plant that’s been operating for over 40 years*, to continue its use with marginally improved efficiency. The Matsushima Thermal Power Station is an aging supercritical (SC) plant with low generation efficiency and should be decommissioned as soon as possible. If the GENESIS Matsushima Project is realized, this power plant will continue to emit enormous amounts of CO2 far into the future.

*Unit 1 (500 MW) began operation in January 1981, and Unit 2 (500 MW) began operation in June of the same year.

To avert a worsening climate crisis, there is absolutely no room to tolerate such significant greenhouse gas emissions from aging thermal power plants. At 2021’s COP26 conference, countries around the world, Japan included, agreed to a phase-down of coal-fired power. Additionally, Japan’s G7 agreements include accelerating the phase-out of coal-fired power. Proceeding with the GENESIS Matsushima Project runs counter to these global efforts and international commitments to phase out coal.

If the GENESIS Matsushima Project comes to fruition, similar plans to extend the lifespan of aging coal-fired power plants could emerge at other facilities. This only further delays Japan's coal phase-out when it is required to stop extending the life of coal-fired power plants.
