GENESIS松島計画の環境アセスメントは2022年8月30日にJ-Powerによって環境影響評価方法書の縦覧および意見募集が開始されました。この意見募集に対しては本HPに設置した投稿フォームからも市民の皆様から数多くの意見を託していただきました。

GENESIS松島計画の環境アセスメントは2022年10月17日に方法書への意見募集の郵送受付が締め切られた後、2022年12月22日に長崎県の環境影響審査会によって審査が行われ、2023年2月10日に経済産業省の環境影響審査会（火力部会）にて審査が行われました。そして2023年2月24日、経済産業省の審査書と経済産業大臣通知が示され、残念ながら通知において「環境の保全についての適正な配慮がなされており、電気事業法（昭和３９年法律第１７０号）第４６条の８第１項の規定による勧告をする必要がないと認め」るとの判断が示されたことから、GENESIS松島計画の環境アセスメントは次の段階、J-Powerによる環境影響評価準備書の段階へと進むこととなりました。

この一連の審査会においてJ-Powerが提出した資料から、方法書への意見提出は投稿フォームを通じて私たちが提出を代行したものと、直接郵送されたもの、現地説明会での質問用紙の提出を含め、合計3,570件もの意見が提出されたことが明らかになりました。これは前回のGENESIS松島計画の計画段階環境配慮書に対して提出された意見総数である855件の4倍を超える件数であり、この計画に対する市民の関心の高さと非常に強い問題意識の現れであると言えます。

一方でJ-Powerが示した事業者見解はこれらの意見を通じて示された市民の疑問や懸念に対して、将来的な石炭のガス化による排出削減や水素製造、アンモニア・バイオマスの混焼、CCS（二酸化炭素回収・貯留）の実施など、そもそも実現可能性が不透明であり、仮に実施されたとしてもその実現まで非常に多くの温室効果ガスを出し続ける本計画の正当化に終始するものでした。残念ながら市民の皆様から寄せられた意見によって示された、気候危機が迫る中で多量の温室効果ガス排出を続けることへの反対や本計画の実現可能性への懸念、実際の温室効果ガスの削減効果への疑問などを踏まえて改めて本計画の妥当性を検討した上で示された回答とは言えません。

環境影響評価方法書に対する経済産業省の審査結果は非常に残念なものでありましたが、今後も引き続き私たちはJ-Powerによるこの計画の問題点を社会に訴えるとともに、この計画の中止を求めて市民の皆様と共に声を上げて行きます。

【News】GENESIS Matsushima Project Environmental Assessment (Results of Submitted Comments on the Environmental Impact Assessment Methodology Document)

The environmental assessment for the GENESIS Matsushima Project commenced on August 30, 2022, with J-Power initiating the public review of the Environmental Impact Assessment (EIA) Methodology Document and soliciting public comments. In response to this call for comments, ACT Matsushima received numerous opinions from citizens submitted via the form provided on this website.

The environmental assessment for the GENESIS Matsushima Project concluded its public comment period for the Methodology Document on October 17, 2022. It was reviewed by the Nagasaki Prefecture Environmental Impact Review Board on December 22, 2022, and subsequently reviewed by the Ministry of Economy, Trade and Industry's (METI) Environmental Impact Review Board (Thermal Power Subcommittee) on February 10, 2023. On February 24, 2023, the METI’s review document and Minister's notification were issued.

Unfortunately, the notification stated that “it is deemed that appropriate consideration has been given to environmental conservation, and there is no need to issue a recommendation pursuant to Article 46-8, Paragraph 1 of the Electricity Business Act (Act No.170, 1964).” Consequently, the GENESIS Matsushima Project's environmental assessment has advanced to the next stage: the preparation of the Environmental Impact Assessment Draft by J-Power.

During this series of review meetings, it was revealed in the materials submitted by J-Power that a total of 3,570 opinions were submitted. These included opinions submitted via the submission form on our behalf, those sent directly by mail, and those submitted via forms at local briefing sessions. This is more than four times the number of comments (855) previously submitted during the GENESIS Matsushima Project’s Environmental Consideration Document review clearly demonstrating the high level of public interest in this project and the very strong concerns held by citizens.

On the other hand, J-Power's response to these submitted comments focused solely on justifying the Project. It cited measures such as future emissions reductions through coal gasification, hydrogen production, co-firing of ammonia and biomass, and the implementation of carbon dioxide capture and storage (CCS).

However, the feasibility of these measures is fundamentally in question, and even early implementation would result in significant greenhouse gas emissions. Unfortunately, J-Power’s response does not reflect a thorough review of the validity of the Project or take into account the opinions expressed by citizens, such as their opposition to continuing to emit large amounts of greenhouse gases amid a growing climate crisis, their concerns about the plan's feasibility, and their doubts about its effectiveness in actually reducing greenhouse gas emissions.

The results of METI's review of the Environmental Impact Assessment Methodology Document were deeply disappointing. Nevertheless, we will continue to raise awareness about the issues with J-Power’s plan and, together with citizens, demand its cancellation.
