電源開発(J-POWER)が、2030年までに予定していた国内の非効率な石炭火力発電所の段階的廃止計画を見直し、稼働延長を検討していることが明らかになりました。J-POWERの加藤秀明社長は9月15日の記者会見で、2050年のカーボンニュートラル達成目標自体は維持するものの、データセンター増設等に伴う電力需要の増加に対応するため、石炭火力を長期間稼働させることが望ましい状況が生じていると説明しています。同社は来春発表予定の新中期経営戦略において、石炭火力の廃止計画に関する改定案を公表する方針です。
この石炭火力稼働延長の動きに対し、オーストラリアの投資家推進団体ACCR(Australasian Centre for Corporate Responsibility)などの機関投資家は9月16日、強い懸念を表明しました。J-POWERが2030年までに廃止を予定している石炭火力4基(高砂1・2号機、松浦1号機、竹原3号機)は、年間約1,000万トンCO2eを排出しています。ACCRのマーティン・ノーマン責任者は、稼働延長に伴う追加の資本・運用コストや排出量増加は投資家にとって重大な懸念であり、同社の脱炭素移行(トランジション)戦略の信頼性を大きく損なうと指摘しています。また、ほぼ全量を輸入に頼る化石燃料への依存を長引かせることは、国際的な燃料価格の高騰や供給途絶リスクへの露出を継続させることになります。
2022年や2023年の株主総会では、アムンディやHSBCアセット・マネジメント、Man Groupなどの主要投資家がパリ協定に沿った排出削減目標の設定・開示を求める株主提案を支持してきました。ACCRは、電力需要増加への対応として石炭火力を延命させるのではなく、太陽光や風力、蓄電池といったクリーンな再生可能エネルギーや電力系統の柔軟性向上への投資を加速すべきだと提言しています。来春にJ-POWERが公表する新たな中期経営戦略でどのような判断が示されるか、大きな注目が集まっています。

【ニュース】電源開発の石炭火力稼働延長検討に投資家が懸念を表明
J-POWER (Electric Power Development Co., Ltd.) is revising its plan to phase out inefficient domestic coal-fired power plants by 2030 and is considering extending their operations. At a press conference on September 15, J-POWER President Hideaki Kato explained that while the company will maintain its 2050 carbon neutrality target, current conditions make it desirable to continue operating coal-fired power plants for an extended period to meet the increased electricity demand resulting from the expansion of data centers and other factors. The company plans to announce a revised phase-out plan for its coal-fired power plants in its new medium-term management strategy, scheduled for release next spring.
In response to this move to extend the operation of coal-fired power plants, institutional investors, including the Australian investor advocacy group ACCR (Australasian Centre for Corporate Responsibility), expressed strong concerns on September 16. J-POWER’s four coal-fired power stations (Takasago Units 1 and 2, Matsuura Unit 1 and Takehara Unit 3), which are scheduled to be decommissioned by 2030, emit approximately 10 million metric tons of CO2e annually. Martin Norman, ACCR’s head of stewardship, points out that the capital and operational costs, as well as increased emissions resulting from the extension, are significant concerns for investors and would severely undermine the credibility of the company’s decarbonization transition strategy. Furthermore, prolonging reliance on fossil fuels, which are almost entirely imported, will continue to expose the company to soaring international fuel prices and supply disruption risks.
At the 2022 and 2023 shareholder meetings, major investors such as Amundi, HSBC Asset Management, and Man Group supported shareholder proposals calling for the establishment and disclosure of emissions reduction targets in line with the Paris Agreement. ACCR recommends that instead of extending the lifespan of coal-fired power plants to meet increasing electricity demand, the company should accelerate investment in clean renewable energy sources such as solar, wind, and battery storage, as well as in improving the flexibility of the power grid. Close attention is now focused on what decisions J-POWER will outline in its new medium-term management strategy to be announced next spring.
